SHiRE controlled Kinect shutdown

Completed:
- Identified processes holding Kinect camera or motor hardware.
- Stopped active Kinect viewer/vision processes.
- Disabled dedicated Kinect/freenect auto-start units when found.
- Released the Kinect camera/depth USB interface.
- Released the Kinect motor USB interface.
- Requested zero-degree motor position.
- Requested Kinect LED off.
- Confirmed no process reopened the camera or motor.
- Scheduled an immediate controlled system reboot.

After reboot:
- Kinect motor control will be integrated into ScanForge.
- Controls will include tilt up, tilt down, centre, stop stream,
  start preview and LED state.
- ScanForge will own the device through one supervised capture bridge.

No manufacturing permission was changed.
No Sentinel-specific service command was issued.
